BARRY/BRANCH/CALHOUN MICHIGAN WORKS!

 

Workforce Development Secondary Career and Technical Education Perkins Grant:  2007-08

 

Program Name:  Secondary Career and Technical            Education Perkins

 

Program Dates:  July 1, 2007 - June 30, 2008

 

Funding Source:  Carl D. Perkins Vocational and Technical Education Act, 1998 (federal)

 

Allocation:  $469,578

 

Grant Purpose:

Funds from this grant support state-approved career and technical education (CTE) programs that provide students with academic and technical knowledge and skills in Grades 9-12 for further education and careers. Specific emphasis is given to at-risk special populations in CTE programs including disabled, economically disadvantaged, gender equity non-traditional, single parent, limited English proficiency and juvenile offenders.

 

Program Description:

Seven core performance indicators have been identified by the state and federal governments as a guide for CTE program development, improvement, and enrollment; and also for program evaluation. The region’s CTE Perkins funds will be used to address the needs of special populations students in these areas with special emphasis on those that are italicized:

 

  • Academic attainment in Reading/Language Arts as measured by the Michigan Merit Exam.
  • Academic attainment in Mathematics as measured by the Michigan Merit Exam.
  • Technical skill attainment in CTE classes.
  • Secondary school completion.
  • Student graduation rates.
  • Placement in work, post-secondary education and training, or the military following graduation.
  • Enrollment and completion of non-traditional programs.

 

Funding Formula:

Five percent of the total grant will cover administrative expenses for Barry, Branch and Calhoun ISDs. Approximately $10,000 will be directed to regional marketing efforts, promoting non-traditional enrollment and completion of CTE courses/programs; and regional planning and professional development for CTE staff in the region. The remainder of the grant will be allocated according to this agreed-upon formula:

 

  • 50% will be distributed to CTE programs in each ISD with 20% to Barry, 20% to Branch and 60% to Calhoun.
  • 50% will be distributed to CTE programs in each ISD based upon the number of students in approved CTE programs.

 

Activities:

Barry ISD will:

  • Continue to support the building trades program at Delton-Kellogg High School (Program Development/Improvement--$12,700; Professional Development--$500) to increase the success of students in this field.

 

  • Continue to support a tutoring program for students participating in CTE programs at Hastings High School (Student Support Services/Special Populations--paraprofessional: $10,800; Student Assistance Software: $8,000)

 

  • Continue to facilitate coordination of CTE programs for special populations (Student Support Services/Special Populations--$9,595)

 

  • Continue and increase support for the CAD/CAM Drafting program (Student Support Services/Special Populations--paraprofessional: $21,000) to increase the success of special populations students in this field.

 

  • Continue to support the Agri-Science program (Program Development/Improvement--$2,000; Professional Development--$500; Career and Technical Student Organizations--$2,500) to increase the success of students in this field.

 

  • Administration/Coordination (5%)--$2,817

 

Branch ISD, through the Branch Area Careers Center, will use Perkins funds in the following ways:

  • Continue to support one certified counselor (Comprehensive Guidance & Counseling--$21,000) and a second certified counselor (Student Support Services/Special Populations--$21,000) to work with special populations students to help them plan their academic and skill-related programs; help them develop future plans for education, training, and employment; and provide counseling as needed. One of the counselors will serve as the special populations coordinator.

 

  • Support for an academic Math teacher (Authentic Instruction--$21,000) and for an English/Language Arts teacher (Authentic Instruction--$21,000) to co-teach with CTE instructors on the integration of academics (math & English/language arts) into our CTE curriculum.

 

  • Continue to support an intervention specialist (Student Support Services/Special Populations--$11,000) to: 1) provide study skills training and assistance to help 30 at-risk students succeed in their CTE programs; and 2) to work with CTE students, parents, and teachers to improve students’ attendance by addressing attendance barriers.

 

  • Continue to provide the services of a paraprofessional dedicated to one program with high special populations enrollment to help students develop the necessary skills for academic and technical success (Student Support Services/Special Populations--$4,000).

 

  • Continue to support professional development/training opportunities for non-traditional students attending non-traditional programs at the BACC (Non-Traditional Training--$1,303).

 

  • Administration/Coordination--$5,870

 

Calhoun ISD, through the Calhoun Area Technology Center, will use Perkins funds in the following ways:

  • Continue to support an academic teacher who will develop, implement and evaluate an integrated curriculum in math with CTE teachers. Continue to support a part-time teacher consultant who will assist CTE teachers with curriculum integration strategies; and continue to contract with a reading consultant who will implement and evaluate a program focusing on reading strategies. Academic assessments will also be purchased. (Authentic Instruction--$61,695)

 

  • Continue to support staffing to place students in business and industry in a variety of work-based learning opportunities. Public relations materials and student supplies/materials will be purchased to support these efforts. Occupational assessments will be purchased to measure business and industry related knowledge and skills. (All Aspects of Industry--$49,749)

 

  • Continue support for CTE teachers to develop curriculum for academic integration. (Program Development/Improvement--$4,000)

 

  • Professional development costs for staff to focus on CTE initiatives such as academic integration; non-traditional recruitment, retention, and program completion efforts; or workshops on effective instruction. (Professional Development--$6,000)

 

  • Continue support of the data collection, evaluation, and accountability process, including the graduate follow-up study. (Data/Evaluation/Accountability--$30,159)

 

  • Continue to support a career resource specialist who coordinates career development activities; and continued funding of web-based resources to implement these activities. (Comprehensive Guidance & Counseling--$40,972)

 

  • Continue to support a planning center facilitator for support of recruitment, retention and program completion of special populations students; a part-time intervention specialist to work with CTE students, parents, and teachers to improve students’ attendance; and a special populations coordinator who will provide support and monitor progress for special populations students. (Student Support Services/Special Populations--$68,626)

 

  • Continue to support a part-time gender equity support assistant who will focus on non-traditional enrollment, retention and program completion. (Non-Traditional Training--$7,000)

 

  • Administration/Coordination--$14,792
